Background
The Civil Aviation Safety Authority (CASA) ensures Australia’s skies remain safe with 800 staff nationwide managing aircraft and pilot registrations while overseeing general aviation safety, including drone operations. CASA’s leadership set an ambitious goal to boost productivity and improve public safety outcomes.
To achieve this, they needed to rethink how regulatory services and surveillance were delivered across all jurisdictions, while enhancing support systems like policy, advisory and information management. The scale of this transformation, combined with the need to maintain uninterrupted safety systems, required careful planning and collaboration with a wide range of internal experts.
Using the XeP3 data across all key regulatory functions and processes, CASA designed a new operating model fit for the future climate of global aviation. Underlying issues quantified by XeP3 included highly trained experts dealing with low-value tasks, poor data from industry participants and duplicate checking.
Outcomes
CASA drove a major transformation program to make the change stick.
- Re-engineered regulatory processes to bring down processing time while maintaining safety outcomes
- Established new functions to support front-end industry guidance and quality assurance
- Redesigned roles to ensure that experienced aviation experts were freed to focus on using their expertise, rather than on simpler administrative tasks
- Rebuilt a risk-based surveillance planning and response facility
Thank you to the team who delivered this excellent work for the Civil Aviation Safety Authority (CASA) through the XeP3 software platform.
